Geographische Daten als Sicherheitsrisiko

Telefonbuecher und Stadtplaene grenzen an ein Staatsgeheimnis und sind nicht oeffentlich verfuegbar. Der Schwarzmarkt fuer beides blueht: Die Einwohner tauschen untereinander teils handschriftliche Notizen. Erst spaeter sollten dann endlich offizielle frei verfuegbare Plaene folgen.
Das war Moskau um 1960.

Doch ganz gluecklich war man nicht: Die Himmelsrichtungen scheinen in div. Stadt- bzw Landesteilen leicht unterschiedlich - Strassen machten seltsame Biegungen wo keine sind, Streckenangeben unterlagen einer gewissen Schwankungsbreite. Diese sonst "natürlichen" Ungenauigkeiten, hatten eine augesprochene Vorliebe für staatliche Einrichtungen aller Art.

Die Handwerkskunst der graphischen Berichtigung geographischer Fakten lebte dann noch in einigen Bereichen des Ostblocks bis in die 80er weiter.

"Would the public still be served and the risk mitigated, by changing the data?" fragt das Geographic Data Commitee, dann "change the data (and coordinate with other who have the same or simila data)".

Das ist der Mai 2004 in Reston, Virginia - eine Rennesaince dieser vom Vergessen bedrohten Handwerksart scheint moeglich.
